Like the shorter 190PROXB model on which it's based, the Manfrotto 190L features the Manfrotto-patented Q90 system, which allows the centre column to be used vertically (as normal), or swung 90 degree so it becomes a horizontal arm that offsets your camera from the centre of the tripod for even more framing freedom and precision at any height.
The specific advantage of the Q90 system is its speed and ease of use: simply extend the column fully, press the release button, and swing the column round to horizontal; no need to remove the head or disassemble the column itself.
The 496RC2 ball head (with RC2 quick release camera plate) is a good match for the 190L because it also allows you to position your camera freely and quickly: one locking knob controls the movement and angle of your camera and blocks it firmly in place for stable shooting.
Once in place, you can use the independent lock on the panoramic axis for the flexibility to follow moving subjects or to capture quick pano images accurately. The head is interchangeable and can be unscrewed if required.
